Appropriations Category Reform Act of 1992 - Amends the Congressional Budget Act of 1974 to revise the discretionary spending limit for FY 1993 by merging the defense and domestic categories into a national category.
Makes conforming changes to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
