Signal Flare Safety Act - Considers a pyrotechnic signal device, as defined in specified Federal regulations, to be a banned hazardous product under certain provisions of the Consumer Product Safety Act if it: (1) is offered for sale or distributed in commerce to an individual under 16 years old; or (2) does not bear specified warning labels.
