Amends the Solid Waste Disposal Act to include within the definition of "hazardous waste" any solid waste that: (1) is a mixture of a solid waste and a hazardous waste listed under the Code of Federal Regulations (CFR); (2) is a mixture of solid waste and a hazardous waste that exhibits one or more of the characteristics identified under a specified subpart of the CFR unless the resultant mixture no longer exhibits such characteristics; or (3) is generated from the treatment, storage, or disposal of a hazardous waste.
Authorizes the Administrator of the Environmental Protection Agency to exclude from such definition solid wastes that would otherwise be deemed hazardous wastes as a result of being generated from the treatment, storage, or disposal of hazardous wastes.
