Amends the Harmonized Tariff Schedule of the United States to grant duty-free treatment to sweaters in which the number of U.S. citizens, nationals, or resident aliens who perform the assembly operations comprise at least 50 percent of the total number of assembly production workers. Sets forth specified exceptions.
