Allows retired military personnel who are recalled to active duty to serve in the highest grade previously held while on active duty. (Currently, retired personnel who are recalled to active duty must be recalled in the grade in which they retired.) Makes such provisions effective as of August 2, 1990.
Provides that, for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), all direct and discretionary spending contained in this Act are to be considered emergency expenditures related to Operation Desert Shield.
