Foreign Capital and Securities Markets Study Act of 1991 - Directs the Secretary of the Treasury to report to the Congress the results of a study conducted in consultation with the Securities and Exchange Commission and the U.S. Trade Representative regarding the capital and securities markets of Japan and their implications for the United States.
