A bill to extend the period during which the United States Trade Representative is required to identify trade liberalization priorities, and for other purposes.

Amends the Trade Act of 1974 to change the period for the U.S. Trade Representative to identify trade liberalization priorities to no later than September 30 of each of the calendar years 1992 through 1997.

Sets forth the procedure for a congressional committee to file a petition with the Trade Representative to investigate barriers and market distorting practices of a foreign country.
