Amends the Harmonized Tariff Schedule of the United States to extend, through December 31, 1996, the suspension of duty on certain bicycle parts and accessories.

Amends the Foreign Trade Zones Act to extend, through December 31, 1996, the exemption from the customs laws to bicycle component parts that are reexported from the United States, whether in the original package, as components of a completely assembled bicycle.
