A bill to amend section 615 of title 38, United States Code, to require the Secretary of Veterans Affairs to permit persons who receive care at medical facilities of the Department of Veterans Affairs to have access to and to consume tobacco products.
Veterans Dignity in Health Care Act of 1991 - Directs the Secretary of Veterans Affairs to ensure that any veteran who is furnished hospital, nursing home, or domiciliary care in a Department of Veterans Affairs (Department) facility shall be entitled to purchase and consume tobacco products there.
Requires the Department to maintain, and veterans being treated to have access to: (1) a commissary or canteen for the purchase of such products; and (2) a suitable indoor area for consumption of the products.
