A bill to extend the period of unemployment compensation for individuals involuntarily separated from the Armed Forces.
Repeals provisions that limit the payment of unemployment compensation for separated military personnel to 13 weeks of compensation payable after four weeks of separation.
States that all direct or discretionary spending contained in this Act is to be considered emergency expenditures related to Operation Desert Shield for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
