Terry Beirn Community Based AIDS Research Initiative Act of 1991 - Declares that it is the sense of the Congress that the community-based clinical trials program should be renamed as the Terry Beirn Community-Based AIDS Research Initiative.
Amends the Public Health Service Act to require clinical trials under the Initiative to be designed to encourage existing consortia of primary care providers to participate. Authorizes appropriations.
