Amends Federal law relating to the Martin Luther King, Jr. Federal Holiday Commission to: (1) increase its membership from 23 to 30 and its staff membership from five to eight; (2) increase the potential salary of a staff member from a GS-13 to a GS-15; (3) authorize appropriations for FY 1992 through 1993; and (4) require the Commission's annual report to the President and the Congress to include an accounting of funds expended by the Commission, including a description of the products or services received, the identity of the provider, and the amount paid.
