A bill to amend the Social Security Act to improve the notice of medicaid payment of medicare cost-sharing, and for other purposes.

Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to include a clear and simple explanation of the eligibility requirements and application procedures for receiving payments under the Qualified Medicare Beneficiary Program in the annual mailing to part A (Hospital Insurance) and part B (Supplementary Medical Insurance) Medicare beneficiaries.

Directs the Secretary to make recommendations to the Congress on any legislation needed to improve the provision of benefits under the Program.
