A bill to direct the Secretary of the Army to transfer jurisdiction over the Rocky Mountain Arsenal, Colorado, to the Secretary of the Interior for the purpose of establishing a national wildlife refuge, to authorize the Secretary of the Interior to sell a portion of the property comprising the Rocky Mountain Arsenal for public or commercial uses, and for other purposes.
Colorado Metropolitan National Wildlife Refuge Act of 1991 - Directs the Secretary of the Army, without reimbursement and not later than October 1, 1993, to transfer jurisdiction of the lands comprising the Rocky Mountain Arsenal, Colorado, to the Secretary of the Interior (Secretary). Requires the Secretary of the Army to retain control over the management of such property with respect to environmental cleanup and remediation activities.
Directs the Secretary to establish the Colorado Metropolitan National Wildlife Refuge on the conveyed property. Sets forth the purposes for which the Refuge is established. Prohibits the annexation of lands within the Refuge by any unit of local government. Establishes an advisory committee to advise the Secretary on management of the Refuge.
Requires the Secretary to convey to the State or to the appropriate unit of local government sufficient property along the perimeter of the Refuge to allow for the widening of public roads. Prohibits the construction of any public through road through the interior of the Refuge. Directs the Secretary to convey any property that is not part of the Refuge for purposes of annexation by the City of Commerce, Colorado, for use for public or commercial purposes. Requires the Secretary, in conveying such property, to: (1) retain a reversionary interest for the United States if the property is not annexed by the city; (2) place restrictions on the deed that prohibit the use of the property for residential or industrial purposes, the use of water on the property as a source of potable water, and the use of the property for hunting and fishing or for agricultural purposes; and (3) include specified covenants in the deed with respect to remedial environmental actions by the United States.
