A bill to establish the Office of Management and the Office of the Budget.

Divides the respective functions of the Office of Management and Budget between two new agencies established in the Executive Office of the President, the Office of Management and the Office of Budget.

Places the Office of Information and Regulatory Affairs and the Office of Federal Procurement Policy within the Office of Management.

Permits reorganization of functions within each new agency.
