A bill to establish a National Scenic Coastal Area System.
National Scenic Coastal Area System Act - Establishes the National Scenic Coastal Area System, to be administered by the Secretary of the Interior. Requires the Secretary to establish an office to: (1) provide assistance to State or local governments; (2) review proposed coastal area plans and applications for cost-sharing grants; and (3) monitor the implementation of such plans. Directs the Secretary to specify criteria for the designation of scenic coastal areas that encourage biogeographic diversity and the representation of important coastal landscapes within the system.
Requires the Secretary to provide advisory and technical assistance to State or local governments or scenic coastal area commissions in the preparation of preliminary studies and plans required by this Act. Provides for public participation in the conduct of such studies and plans.
Sets forth purposes of preliminary studies. Requires study findings to be submitted to State Governors and legislatures for determinations on whether to nominate a scenic coastal area for inclusion in the system.
Requires coastal area plans for nominated areas to be prepared and implemented under the guidance of a scenic coastal area commission. Permits commissions to be established by State Governors or other units of State or local government that have the power to establish such commissions.
Sets forth duties of commissions and required elements of scenic coastal area plans. Requires plans to be submitted to the Secretary for approval. Includes a scenic coastal area within the system upon enactment of a law approving a coastal area plan submitted to the Congress.
Authorizes the Secretary to make grants to pay up to 50 percent of the following costs: (1) the costs to a State or local government or commission in preparing a plan; (2) the direct transaction costs to a donor in making and a State or local government or a land trust in accepting donation of land or an interest in land in a scenic coastal area; (3) the costs of a State or local government or a land trust in purchasing land or an interest in land and managing it in accordance with a plan; and (4) the costs of constructing and maintaining scenic overlooks on highways in or overlooking such areas and road access to such areas and public facilities.
Restricts Federal actions in such areas to activities that are consistent with plan requirements.
Authorizes appropriations.
