Title I: Land Conveyance - Grants all right, title, and interest of the United States in and to certain lands in Livingston Parish, Louisiana, to parties who would be recognized as holders of a right, title, or interest to such lands under the laws of the State of Louisiana, but for the interest of the United States in such lands.
Reserves the mineral rights to such lands to the United States.
Title II: Port Chicago National Memorial - Port Chicago National Memorial Act of 1992 - Designates the site of the Port Chicago Naval Magazine at the Concord Naval Weapons Station in Contra Costa County, California, as the Port Chicago Naval Magazine National Memorial. Directs the Secretary of the Interior to assure that the Memorial is announced in the Federal Register and that official records and lists are amended to reflect the inclusion of this memorial along with other national memorials established by an Act of the Congress.
Authorizes and directs the Secretary to place at the site an appropriate plaque or marker commemorating the critical role Port Chicago played in the Second World War and the historic importance of the explosion which occurred at that location on July 17, 1944, including a listing of the names of those who lost their lives during the explosion.
Directs the Secretary to enter into a cooperative agreement with the Secretary of the Navy to provide for public access to the Memorial.
Authorizes appropriations.
