A bill to enhance the national effort to improve the education of elementary and secondary school students by establishing an institute to promote urban education restructuring, and for other purposes.
Partnerships for Chicago Schools Act of 1991 - Authorizes the Secretary of Education to make a grant to an eligible partnership to pay 50 percent of the costs of establishing and administering an Institute for Chicago School Reform Partnerships to improve the preparation of students for the work force and for postsecondary education.
Allows the partnership, in administering the Institute, to use such grant within the Chicago Public School District to: (1) assess school communities' assistance needs and recommend priorities; (2) educate members of local school councils and other educational governing units in identifying, assessing, and obtaining assistance; (3) help expand cooperation among schools, higher education institutions, and business, nonprofit, and community groups; (4) disseminate information and research on effective education reform efforts; (5) establish a parent education unit to instruct parents in literacy and habits that result in improved student learning; and (6) provide training in school-based management for local school council members, administrators, teachers, parents, and community members. Sets forth application requirements. Requires eligible partnerships to include the local educational agency for Chicago and: (1) a business; (2) a higher education institution; (3) a community-based organization; (4) another entity; or (5) a consortium of such entities.
Requires the Institute to submit annually certain information to permit the Secretary to evaluate the program independently and report to the appropriate congressional committees.
Authorizes appropriations.
