Swain County Just Compensation Act of 1991 - Authorizes the Secretary of the Treasury to pay a specified sum to Swain County, North Carolina, in full and complete settlement of all claims against the United States, the Department of the Interior, and the Tennessee Valley Authority arising out of a specified agreement to compensate the county for the loss of a highway.
