Illegal Drug Profits Act of 1991 - Requires each clerk of a Federal or State criminal court to report to the Internal Revenue Service the name and taxpayer identification number of any individual charged with a criminal offense who posts cash bail, or on whose behalf cash bail is posted, in an amount exceeding $10,000, and any individual or entity posting such cash bail for such individual.
