Directs the Secretary of Health and Human Services to report to specified congressional committees on the statutory formula by which funds made available under certain provisions are allocated among the States and territories, including regarding: (1) the needs of the States and territories; (2) a review of epidemiological research on substance abuse and mental illness among various groups and geographic regions; (3) predictors of substance abuse and mental illness not used in the formula; and (4) factors used in the formula.
Requires the Comptroller General to review the study after transmittal to the Congress and make recommendations.
