Rural Tourism Development Foundation Act of 1991 - Establishes the Rural Tourism Development Foundation to promote travel and tourism by foreign visitors to rural America.
Amends the International Travel Act of 1961 to authorize the Secretary of Commerce to assist the Foundation in the development and promotion of rural tourism.
Authorizes appropriations.
