A bill to amend the Agricultural Act of 1949 to provide for discretion in the shifting of crop acreage bases between farms in the case of a natural disaster.

Amends the Agricultural Act of 1949 to authorize the Secretary of Agriculture to shift acreage bases between farms owned by the same producer in the case of a natural disaster or other similar condition.

Permits the 1991 planting of soybeans or other nonprogram crops (except for fruits and vegetables) on certain program crop acreage otherwise required to be devoted to conservation use in disaster-declared (and contiguous) counties.
