A bill to require a 2-year moratorium on the burning of hazardous wastes in cement kilns, and to provide a study by the Administrator of the Environmental Protection Agency.

Prohibits, for a two-year period, the burning of hazardous waste in cement kilns.

Requires the Administrator of the Environmental Protection Agency to study and report to the appropriate congressional committees on the effects on human health and safety of handling, storage, and burning of hazardous wastes in cement kilns.
