A bill to authorize the Secretary of Transportation to carry out a rail-highway crossing program to improve highway and rail traffic safety, and for other purposes.
High Speed Rail and Highway Traffic Safety Program of 1991 - Authorizes the Secretary of Transportation to establish a program to improve highway and rail traffic safety through the making of grants to States for projects for the construction, improvement, and elimination of rail-highway crossings. Directs the Secretary to select not less than eight nor more than ten rail corridors for assistance under such program. Sets forth criteria to be used in making such selections. Authorizes appropriations.
