A bill to establish the Upper Mississippi River Environmental Education Center.

Authorizes the Director of the U.S. Fish and Wildlife Service to provide financial assistance to pay the costs of construction and equipment for an Upper Mississippi River Environmental Education Center, to be located in Winona, Minnesota. Prohibits the provision of financial assistance unless an application is made to the Director.

Authorizes appropriations.
