Waives, with respect to a resolution reported by the Committee on Rules to provide for the consideration of H.R. 4542 (auto theft prevention and deterrence), provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from such committee on the same day it is presented to the House.
