Expresses the sense of the House of Representatives that: (1) excessive use of force has been employed against civilians in Kashmir; (2) the Government of India should reopen Kashmir to the media, the International Red Cross, and other relief groups; (3) all parties to the Kashmir conflict should enter into negotiations on guaranteeing protection of human rights in Kashmir and ensuring the ethnic integrity of its people; and (4) humanitarian assistance should be provided to the civilians of Kashmir during the ongoing crisis.
