Waives, with respect to certain resolutions reported from the Committee on Rules on or before July 2, 1992, provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from such committee on the same day it is presented to the House. Applies such waiver to resolutions providing for consideration or disposition of the conference report on H.R. 5260 (emergency unemployment compensation program).

The requirement of clause 4(b), rule XI for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House is hereby waived with respect to any resolution reported from that committee on or before the legislative day of July 2, 1992, to provide for the consideration or disposition of the conference report on H.R. 5260.
