Rule provides for consideration of H.R. 5503. All points of order against consideration of the bill are waived. During consideration of the bill, points of order against specified portions of the bill are waived. Where points of order are waived against only part of a paragraph, a point of order against matter in the balance of the paragraph may be applied only within the balance of the paragraph and not against the entire paragraph. Measure will be read by section. Bill is open to amendments. The amendments printed in part 1 of the report of the Committee on Rules accompanying this resolution shall be considered as adopted in the House and in the Committee of the Whole. Certain amendments made in order by this resolution shall be considered in the manner specified by this resolution.
