Rule provides for consideration of H.R. 5427 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. All points of order against provisions in the bill for failure to comply with clause 2 or 6 or rule XXI are waived. Measure will be read by section. Specified amendments are in order. The amendment printed in section 2 of this resolution shall be considered as adopted in the House and in the Committee of the Whole. No other amendment shall be in order except the amendments printed in the report of the Committee on Rules accompanying this resolution. Said amendments shall be considered in the order and manner specified in said report.
