Specified amendments are in order. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Foreign Affairs now printed in the bill as an original bill for the purpose of amendment and all points of order against the substitute shall be waived. No amendment to the substitute shall be in order, unless printed in the Congressional Record prior to the beginning of consideration of the bill for amendment.
