IN THE HOUSE OF REPRESENTATIVES January 29, 1991 Mr. PICKETT submitted the following resolution; which was referred to the Committee on Foreign Affairs RESOLUTION Condemning Iraq for violations of internationally-recognized human rights and the law of nations. Whereas Iraq, without provocation, invaded Kuwait and engaged in the wanton and outrageous destruction of Kuwaiti assets, including the systematic dismantling and pillaging of Kuwait's economic infrastructure; Whereas the United Nations Security Council, in emergency session, voted 14 to 0 to condemn Iraq and to demand the withdrawal of Iraqi troops from Kuwait; Whereas it remains Iraqi policy that its seizure of Kuwait is irreversible; Whereas the United Nations Security Council rejected Iraq's annexation of Kuwait, voting 15 to 0; Whereas the United Nations Security Council on November 29, 1990, approved the use of force if Iraq did not withdraw from Kuwait by January 15, 1991, and demanded that Iraq comply fully with United Nations resolutions requiring withdrawal from Kuwait and restoration of Kuwait's legitimate government; Whereas Iraq has waged indiscriminate war against innocent civilian populations in Kuwait, Saudi Arabia, and Israel; Whereas Iraq has abused and put on public display United States and allied prisoners of war in direct violation of the Geneva Convention Relative to the Treatment of Prisoners of War; and Whereas Iraq has threatened to use chemical, biological, and nuclear weapons of mass destruction against civilian populations, has vowed needless destruction of vital petroleum resources, and proceeds without moral restraint to use every vile and unprincipled means at that country's disposal to recklessly and needlessly maim, injure, and kill human beings: Now, therefore, be it Resolved, That the House of Representatives-- (1) condemns Iraq's outrageous violations of human rights, the law of nations, and the Geneva Convention Relative to the Treatment of Prisoners of War, and (2) urges the President to use all and any available means to bring Operation Desert Storm to a successful conclusion with minimum casualties to the allied forces and to restore international peace and security to the Persian Gulf region.
