Amends the Code of Official Conduct in rule XLIII of the House of Representatives to require a chairman or ranking minority party member of a standing, select, or special committee of the House, a joint committee, or subcommittee thereof, against whom an indictment or information has been filed for a crime for which a sentence of two or more years' imprisonment may be imposed, to cease to exercise the powers of chairman or ranking member and to step aside unless or until the charges are dismissed or reduced to a crime for which the sentence that may be imposed is less than two years, or such individual is found not guilty.
