Rule provides for consideration of H.R. 5006 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. All points of order against consideration of the bill for failure to comply with sec. 302 (f) of the Budget Act shall be waived. It shall be in order to consider the committee amendment in the nature of a substitute recommended by the Committee on Armed Services now printed in the bill. Pro forma amendments for the purpose of debate shall be offered only by the chairman or ranking minority member of the Committee on Armed Services. Measure will be read by section. Specified amendments are in order. No amendment to the Committee substitute shall be in order except amendments specified in the report to accompany this resolution, H.Rpt. 102-545, considered in the order and manner specified in the report, not subject to amendm...
