Requiring the committees of appropriate jurisdiction to report to the House measures providing for certain Federal election campaign finance reforms.

Requires the committees of appropriate jurisdiction to report to the House of Representatives by the end of the 102d Congress regarding specified Federal election campaign reforms, including: (1) free television and radio time; (2) multicandidate political committee contribution reductions; (3) union political spending; and (4) loans to candidates' committees.
