To amend the Rules of the House of Representatives to prohibit the Speaker from recognizing Members to make special-order speeches and to eliminate the insertion of extensions of remarks in the Congressional Record.

Amends rule XIV of the Rules of the House of Representatives to prohibit the Speaker of the House from recognizing Members to make special-order speeches.

Amends rule XXXIV to prohibit extensions of remarks by Members from being inserted in the Congressional Record, except as they pertain to legislative matters before the House, its committees or subcommittees.
