Rule provides for consideration of H.R. 4364 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Provides for the Speaker to declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of the bill. Measure will be read by title. Bill is open to amendments. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Science, Space and Technology now printed in the bill as an original bill for the purpose of amendment under the five-minute rule, by title instead of by section and each title shall be considered as having been read. All points of order against the substitute for failure to comply with the provisions of clause 7 of rule XVI shall be waived.
