Expresses the sense of the House of Representatives that the U.S. Government should: (1) suspend all trade assistance and benefits for the Soviet Union (including commodities credits and export-import credits) until all Soviet troops have been removed from Lithuania, Latvia, and Estonia; and (2) reaffirm its recognition of such countries as sovereign nations and establish diplomatic relations with them.
