Rule provides for consideration of H. Con. Res. 287 with 3 hours of general debate. Previous question shall be considered as ordered without intervening motions. All points of order against consideration of the concurrent resolution, except for section 606(b) of the Budget Act shall be waived. Specified amendments are in order. No amendment to the concurrent resolution shall be in order except those amendments printed in the report accompanying this resolution, to be considered and debated in the order, manner and for the time specified in the report. Said amendments shall not be subject to further amendment. If more than one amendment in the nature of a substitute is adopted, only the last amendment adopted shall be considered as finally adopted.
