Expresses the sense of the House of Representatives that the Secretary of State should: (1) secure international monitoring and enforcement agreements to ensure effective implementation of, and compliance with, United Nations General Assembly Resolution 46/215 (calling for a worldwide ban on large-scale driftnet fishing); and (2) report to the Congress on nations whose nationals or vessels conduct such fishing and on recommendations, including sanctions, to ensure effective implementation of, and compliance with, such resolution and with U.S. policy to secure a permanent ban on the use of large-scale driftnets.
