Expresses the sense of the House of Representatives that: (1) the United States should pursue trade policies which will balance the trade deficit; (2) the United States should identify areas, including but not limited to automobiles and auto parts, where the balance of trade is hurting the American economy and American families, and place them as a priority for immediate action; (3) the President should negotiate agreements to open closed markets; and (4) the President should keep U.S. domestic interests, including the health, safety, and economic security of American workers, foremost in all trade negotiations.
