To amend the Rules of the House of Representatives to allow open meetings and hearings to be closed only for reasons of national security.

Amends rule XI of the Rules of the House of Representatives to allow open meetings and hearings to be closed to the public only because of national security or if the evidence or testimony at a hearing may tend to defame, degrade, or incriminate an individual.
