Amends rule XXII of the Rules of the House of Representatives to provide that no bill or resolution, and no amendment to any bill or resolution, establishing or expressing any special interest commemoration may be received or considered in the House. Defines "special interest commemoration" to mean any recognition of any individual, group or organization, commercial endeavor, or political or geographical subdivision.
