To amend the Rules of the House of Representatives to limit the length of service on any standing committee of the House.

Amends rule X of the Rules of the House of Representatives to prohibit a Member from serving: (1) on any standing committee for more than 12 years; or (2) as chairman or ranking minority member of any standing committee for more than four years.
