Providing for consideration of the bill in the Committee of the Whole under an open rule, with the time for general debate to be equally divided between the chairman and ranking minority member of the Committee on Interior and Insular Affairs. After passage of the bill, it shall be in order to take the bill S. 374 from the Speaker's table and consider the bill in the House. It shall be in order to move to strike out all after the enacting clause and insert in lieu thereof the provisions of H.R. 932, as passed by the House. Measure will be read by section. Bill is open to amendments.
