Declares that it is the sense of the House of Representatives that the President should: (1) complete review of the Convention on the Elimination of All Forms of Discrimination Against Women and submit reservations, understandings, or declarations to the Senate necessary for its advice and consent; and (2) include a reservation that the Convention shall not be construed to compel, encourage, or require any nation to enact laws or policies that legalize abortion.
