To amend the Rules of the House of Representatives to require that all signatures on discharge petitions be made public immediately.

Amends rule XXVII of the Rules of the House of Representatives to require the Clerk of the House to provide an up-to-date list that identifies the names of all Members of the House that sign a motion to discharge a committee from the consideration of a public bill or resolution. Requires such petition to be made available for public inspection on a daily basis and during normal working hours.
