Expresses the sense of the House of Representatives that: (1) the ambulance currently maintained at the U.S. Capitol solely for Members of Congress should be made available to aid any individual who experiences a serious or life threatening medical condition while on the Capitol grounds; and (2) during the use of such ambulance, the District of Columbia government will dispatch one ambulance to stand ready at the Capitol until the congressional ambulance returns.
