Rule provides for consideration of H.R. 1096 with 1 hour of general debate. Previous question shall be considered as ordered except motion to recommit. Providing for consideration of the bill in the Committee of the Whole under an open rule. Measure will be read by section. Bill is open to amendments. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Interior and Insular Affairs as an original bill for the purpose of amendment, and all points of order against the substitute for failure to comply with clause 7 of rule XVI shall be waived. It shall be in order to consider an amendment by Mr. Synar printed in the report accompanying this resolution, debate on said amendment and all amendments thereto shall be limited to one hour.
